Vasif Talibov is an Azerbaijani politician. Described as authoritarian, he was the de facto ruler of Nakhchivan for 27 years, from 1995 until his resignation in December 2022. Azerbaijani dictator Heydar Aliyev appointed Talibov to govern Nakchivan. Under Talibov's rule, the isolated territory of Nakchivan was notorious for its secrecy and brutal state violence.
