Ihor Olehovych Markov is a former pro-Russian Ukrainian entrepreneur, founder and chairman of the Rodina Party and is a former deputy of Ukrainian parliament as a member of the Party of Regions faction. Markov is wanted in Ukraine in connection with riots in Odesa that took place on 2 September 2007. He was arrested in Italy's Sanremo in August 2015. In February 2016 Italy refused Markov's extradition to Ukraine.

Gyunduz Aidynovych Mamedov is an Azerbaijani-born Ukrainian lawyer and human rights activist who has served as Prosecutor of the Autonomous Republic of Crimea since 22 August 2016, and also served as Deputy Prosecutor General of Ukraine from 18 October 2019 to 21 July 2021. In his position as Prosecutor of the Autonomous Republic of Crimea, he is the counterpart to the office of Prosecutor General of the Republic of Crimea, the equivalent position in Russia's Republic of Crimea. Due to the Annexation of Crimea by the Russian Federation, Mamedov had no ability to exert power over Crimea. Mamedov has also investigated Russian forces in the Russo-Ukrainian War for war crimes.

Ruslan Serafymovych Tarpan is a Ukrainian businessman, living in the United Arab Emirates. The founder of the "Incor-Group" company, Tarpan served as a member of the Odesa City Council from the pro-Russian Progressive Socialist Party of Ukraine from 1994 to 2010, and was heavily involved in the rebuilding of monuments in Odesa. In 2010, Tarpan began construction on a deep-sea sewage pipeline. The project, which lasted seven years and was never completed, ended in Tarpan and his associates being charged with the embezzlement of ₴200 million. Subsequently, Tarpan fled Ukraine for the United Arab Emirates, where he has lived since 2017.
