    Teodor Viorel Meleșcanu is a Romanian politician, diplomat, and jurist. He served as Director of the Foreign Intelligence Service of Romania (SIE) between 2012 and 2014. He was a three times senator on behalf of the National Liberal Party (PNL), Minister of Defense between 2007 and 2008, and Minister of Foreign Affairs between 1992 and 1996, in November 2014 and since January 2017 to July 2019.     Robert Carl "Bud" McFarlane was an American Marine Corps officer who served as National Security Advisor to President Ronald Reagan from 1983 to 1985. Within the Reagan administration, McFarlane was a leading architect of the Strategic Defense Initiative, a project intended to defend the US from Soviet ballistic missile attacks. He resigned as National Security Adviser in late 1985 because of disagreements with other administration figures but remained involved in negotiations with Iran and with Hezbollah.
