Ma Xingrui is a Chinese politician and aerospace engineer who is the Communist Party secretary of Xinjiang. Prior to that, he had served as the Vice Minister of Industry and Information Technology, Head of the Political and Legal Affairs Commission of Guangdong, Communist Party Secretary of Shenzhen, Deputy Party Secretary of Guangdong, and Governor of Guangdong. Ma is a member of the Politburo of the Chinese Communist Party.

Li Changchun is a retired Chinese politician and a former senior leader of the Chinese Communist Party. He served on the Politburo Standing Committee, the Communist Party's top leadership council, and as the top official in charge of propaganda, between 2002 and 2012. He also served as Chairman of the CCP Central Guidance Commission for Building Spiritual Civilization, de facto head of propaganda and media relations. Li had a widely varying political career spanning three provinces, first as Governor of Liaoning, then Party Secretary of Henan, and then Party Secretary of Guangdong, before being promoted to the national leadership in 2002. He retired in 2012.

Fang Binxing is a former Principal of Beijing University of Posts and Telecommunications. He is also known for his substantial contribution to China's Internet censorship infrastructure, and has been dubbed "Father of China's Great Fire Wall". Fang is also known for his role in Russia's Internet censorship due to his relationship with Igor Shchyogolev, former Russian communications minister and Russian President Putin's deputy on Internet issues.
