Jay Montgomery Garner is a retired United States Army lieutenant general who in 2003 was appointed as Director of the Office for Reconstruction and Humanitarian Assistance for Iraq following the 2003 invasion of Iraq, making him the immediate replacement of Saddam Hussein as the de facto chief civilian administrator of Iraq. Garner was soon replaced by Ambassador Paul Bremer and the ambassador's successor organization to ORHA, the Coalition Provisional Authority (CPA).

John Paul Kline Jr. is an American politician who served as a member of the United States House of Representatives from Minnesota's 2nd congressional district from 2003 to 2017. The district included most of the southern suburbs of the Twin Cities. A member of the Republican Party, Kline served as the Chairman of the House Committee on Education and the Workforce from 2011 until 2017. Kline retired from Congress at the end of his term in January 2017.
